Earthquaker Devices Bit Commander
Bit Commander is a bit crusher - it compresses your sound so hard that it becomes pixelated. This is not quite the same as making classic 8-bit video game music, so you can't really use it to make chiptunes. But if you really want to squelch and squeeze your sound, this will do it.
